Failed card has been recovered after auto-restart.  Services have been restored but we are monitoring the situation closely.

A hardware failure os causing outage between Montreal and NewYork has the Montreal - New York (MOXY - MANLAN) circuit down.

Card will need to be replaced before services can be restored.
