During the time frame noted above, the Seattle core router(Juniper) was experiencing some issues which caused all the BGP sessions unstable. The network traffic for R&E and CDS service through Seattle was being affected and traffic was rerouted. During this time period, network services that served by Seattle router was unstable, or experienced multiple short outages.  The reason is unknown and the issue is being investigated by the Canarie NOC team. Update will be sent out as soon as information becomes available.
