The fibers have been respliced by the vendor.  The circuit was restored.

The Toronto - New York(MANLAN) 100G circuit is experiencing an ongoing outage. Provider confirmed that there is a fiber break between St-Catharines, ON and Niagara Falls. Due to the proximity to the rail for the outage, there are some complications with getting access. The vendor fiber crews are on site waiting for more techs and the splicers to get on site soon, no ETR at this moment.
