During the trouble-shooting process, ORION moved their connection to another card/port which brought back the link. All the affected network services are restored.

CANARIE 100G link to ORION at Toronto went down at 06:13am. The 100G interface on TORO1RTR1 is flapping frequently, and trouble-shooting is going on.
