The circuit restored by itself. 

The receive power on the Canarie side of this circuit has swung from  -22.52 dBm to -16.74 dBm and is now reading as up.

Behaviour suggests failing optic on remote end could be root cause however still investigating.

The connection to NRC HIA(Victoria) is currently experiencing an outage. 
Root cause of outage is unknown being investigated.
